That certainly is the trend (legislate instead of educate) and is growing. Laws are being written at an ever increasing pace. Every detail of our lives and actions is governed by more and more carefully defined laws covering every aspect of behavior. The number of law enforcement workers is enormous. And growing. How else could it be with so many new laws to enforce? Does it stop? Is there an overload point? Or can it only stop through some major disaster such as sudden decrease in population or overthrow of government (as in the past). Surely we are smart enough to LEARN how to behave and to support each other in that behavior. Some simplification of laws is way overdue.
